A única escolha realista para a recuperação



Todos sabemos que por omissão também se fazem escolhas importantes, escolhas que afectam profundamente as nossas vidas. Assim, se ficarmos em casa nas próximas eleições, ou depositarmos um voto branco ou nulo na urna, estaremos a escolher por omissão a via do aprofundamento da austeridade.

A austeridade não oferece qualquer saída para a crise da dívida pela muito simples razão de que as políticas de austeridade produzem recessão, o que inviabiliza a possibilidade de o Estado gerar um saldo orçamental positivo (recessão implica mais despesa social e menos receita fiscal).

Cada défice, ainda que menor que o do ponto de partida, é sempre um acréscimo ao total da dívida. Dado que o Produto Interno Bruto diminui com a recessão, o quociente Dívida/PIB aumenta depressa (numerador a subir e denominador a descer). Até hoje ainda não vi na televisão um economista a explicar como se pagam as dívidas seguindo o caminho da recessão. Bem pelo contrário, já se começa a admitir que não é possível pagar tudo o que devemos. Como já há muito mostrei (aqui), o problema da periferia da zona euro não é um problema de liquidez mas de solvabilidade. Admitamos pois que, com o acordo dos credores, reestruturamos a dívida. E depois?

Para os que entendem que a situação a que chegámos foi apenas uma "derrapagem despesista" (o argumento já foi bem rebatido pelo Nuno Teles), trata-se de reduzir os encargos com o serviço da dívida (juros mais amortizações) e, aprendida a lição, de passarmos a viver em permanente austeridade. Porventura inscrevendo na Constituição que, ao longo de um ciclo económico, as contas devem estar equilibradas. A via da germanização do Sul da Europa.

Outros, como eu, entendem que a existência na zona euro de economias com capacidade competitiva muito desigual é uma causa determinante do endividamento dos mais frágeis. Os países comercialmente excedentários têm convertido grande parte dos seus lucros em aplicações financeiras que, através do sistema bancário europeu e com marketing agressivo, se convertem em crédito nos países deficitários. Por isso, recusamos interpretar a crise da dívida segundo a metáfora da economia doméstica: "não soubemos gerir bem a nossa economia", ou "gastámos mais do que tínhamos".

Economia das trevas à parte, é preciso não esquecer que o endividamento de uns países é a contrapartida da acumulação de créditos para outros. Se alguém diz que quer acabar com as nossas dívidas está a dizer que quer acabar com os créditos que a Alemanha tem sobre nós, mesmo que isso tenha ocorrido sobretudo via bancos espanhóis. Mas é muito mais fácil dizer do que fazer.

E aqui entra a pergunta crucial: uma vez reestruturada a dívida por acordo amigável, como é que vamos evitar um novo ciclo de endividamento, tendo em conta que a nossa desvantagem competitiva não se alterou? É conhecida a receita: «temos de subir rapidamente na cadeia de valor».

O certo é que há décadas que andamos a tentar generalizar a estratégia da concorrência pela inovação e o resultado está à vista: a falência de centenas de empresas industriais, um enorme legião de desempregados de longa duração com baixa escolaridade, a que se juntaram largos milhares de desempregados com escolaridade superior. Salta à vista que as empresas portuguesas competitivas à escala global não são assim tantas e visivelmente não estão em condições de absorver este desemprego massivo e crescente.

Do meu ponto de vista, não temos o direito de destruir as vidas de milhares de pessoas apenas para continuar a alimentar a ilusão do "Portugal no pelotão da frente".

Para Portugal, e para o resto da periferia da zona euro, "permanecer na mesma zona monetária da Alemanha significa condenar esses países a anos de deflação, alto desemprego, e à convulsão política. Uma saída da eurozona pode ser neste momento a única escolha realista para a recuperação." Dani Rodrik dixit, e eu concordo.

Por isso, tomei uma decisão. Vou trabalhar no sentido de que no dia 5 de Junho os eleitores possam fazer uma escolha entre duas vias europeístas, a da austeridade depressiva ou a do desenvolvimento sustentável.

Caro Jorge

Uma saída do euro pode significar uma queda abrupta e grande no nível de vida de todos os portugueses. Para não falar de todas as convulsões envolvidas.

Claro que a partir de um patamar muito mais baixo do que o actual é mais fácil apresentar números de crescimento.

Mas isso significará uma melhoria real para os portugueses? Ou apenas destruir para se voltar a ter a impressão de que se está a melhorar?

Jorge Bateira está a ser lúcido e a pegar o touro pelos cornos. A tese do tesouro europeu é uma fantasia digna de manicómio, já esta possibilidade é real. Porém, não acredito que Portugal o faça, pois para isso era preciso ter um projecto nacional, alguém que o conduzisse e convicção. E já agora não depender do querido plasma. Os portuguese vivem para consumir. É ai que reside o que de mais nobre a vida tem. Logo, sigamos Krugman e toca a emagrecer para recuperar competitividade.

Caro Jorge, as campanhas de promoção de Espírito Santo são da respoinsabilidade de belgas e holandeses? Eles é que são responsáveis oela agressividdade das acmpanhas? A ausência de política de arrendamento é responsabilidade deles? As políticas (dezenas) para promover o imobiliário foram responsabilidade deles? Em Espanhaa, onde isso chegou a um grau demente? As cajas e os ajuntamentos são crianças? E o Mitsitakis e a direita grega foram comadados pelos verdes alemães? Se não percebermos onde errámos nunca mudaremos. Essa é que é essa.

Não percebo a sua proposta. Fico à espera de maior desenvolvimento. Coloca uma alternativa, radical e inequívoca, que me parece correta. Mas que partidos personificam a via do desenvolvimento sustentável? Ainda não vi sinais disso. Se pensa no PCP e/ou no BE, devo ser eu que ainda não consegui ler bem as suas propostas.

Isto não quer dizer que eu não considere muito importante o voto nesses partidos, como voto de protesto, de recusa da ideologia/economia/política hegemónica. Mas então, para mim, o voto em branco (não falo da abstenção) é igualmente válido como protesto, embora esgotado no momento do voto. Repare-se que a percentagem de voto em branco tem aumentado ao mesmo ritmo que o aumento da votação no PCP e no BE.

Se o PCP ou o BE (e sem esquecer Jorge Bateira!) não me convencerem, farei campanha no "Moleskine" pelo voto branco.

Mais do que isso, acredito que o tão aclamado "crescimento económico" não é o que verdadeiramente precisamos.
Chega de promover a ganância, está na hora de promover a sustentabilidade.

Penso que a sua proposta, que tem sido igualmente ponderada noutros estudos, carece de maior fundamentação. Falta explicar o que pode acontecer aos portugueses nos tempos imediatamente a seguir a um eventual abandono do euro. Porque uma opção como essa pode ter custos sociais elevados, e de pouco serve contra-argumentar com o facto de a entrada do FMI também comportar tais custos.
Por outro lado, subscrevo igualmente os comentários que dizem que a sua proposta não tem qualquer correspondente naquilo que o PCP e o BE têm vindo a defender e que se traduz, no essencial, pela reiteração de bonitas ideias vagas que colam muito pouco no estado actual das finanças públicas.

Deixemos agora de lado o Latouche, porque isso são mesmo conversas muito, muito mais longas.
Quanto à nossa situação, sim, o problema passa também pelo facto de quer o PC quer o BE parecerem ter perdido de vista a própria possibilidade de saída do euro.
Daí o repetir (sobretudo pelo BE) de clichés como os eurobonds, o orçamento europeu alargado, etc. A Merkel e o Durão, é claro, deixam-nos falar e a caravana continua a passar...
De qualquer forma, o PE é, politicamente falando, uma vacuidade, e o "europeísmo de esquerda" constitui, neste momento, um lamentável "ópio de intelectuais"... os comentários recentes de Miguel Portas (que comentei na EsquerdaNet) são aliás sinal claro disso... O desenho institucional da UE está feito para inviabilizar essa tal suposta "via magna" de saída. Não é defeito, é feitio!...
Riscos da saída? Sim, claro que existem... mas mais vale desvalorizar 20 por cento (com correspondente "haircut" da dívida externa) do que, para 50 por cento de inputs de trabalho, reduzir os salários nominais em 40 por cento, não? Pelo menos, claro, do ponto de vista em que me coloco (cada um que fale por si).
Ah e sim, claro, para alavancar o processo de desenvolvimento (malgré Latouche) e requalificação subsequente, reforma igualitária da fiscalidade, políticas industriais activas e banca nacionalizada.
Pois claro!...

A propósito de taxa de câmbio "de equilíbrio", se essa expressão faz sentido - e para um país sem super-senhoriagem mundial creio que mantém algum...-, permitam-me umas contitas de merceeiro, para ajudar a perceber.
Ainda se recordam de qual era a nossa taxa de câmbio com o dólar em meados da década de noventa? Eu digo. Era 1-160. E no começo deste século? Era de 1-220 (o dólar chegou a valer mais do que o euro, lembram-se?).
Sabem qual é, com a actual ratio de 1/1,4, a "taxa de câmbio implícita" dólar/escudo? É de 1-135...
Compreenderam agora? Já se deram bem conta do nível monstruoso de "sobrevalorização implícita do escudo" que isso significa?
Ainda mantêm a esperança duma requalificação técnica acelerada dos nossos sectores exportadores que nos permita recuperar ultra-rapidamente a competitividade externa e que blablabla...?
E, mesmo que a dívida seja finalmente renegociada (sob a égide dos credores, bruxo...), acham que ficamos bem?
Ou detecto talvez uma ténue suspeita de que os problemas reaparecerão daqui a um tempito (e não muito longo, de resto)?...

FMI admite que globalização acentuou "fosso entre ricos e pobres"

O secretário-geral do Fundo Monetário Internacional (FMI) denunciou hoje o "lado obscuro" da globalização, uma vez que, nesta crise, acentuou "o fosso entre ricos e pobres".

"O esquema antigo da globalização trouxe muitos benefícios, como a saída de centenas de milhões de pessoas da pobreza, mas também tem um lado obscuro, que é o fosso grande e crescente entre ricos e pobres", sublinhou Dominique Strauss-Kahn, que falava na Universidade de Washington.

O responsável máximo do FMI considerou, de acordo com a AFP, que a "mundialização do comércio", que está "associada a uma queda das desigualdades",

opõe-se a uma "mundialização financeira, que as acentua".

Quando as conclusões da crise económica e financeira mundial forem tiradas, disse, "o saldo será, nem que seja um pouco, menos a favor do mercado e mais em favor do Estado". Isto porque a crise "devastou todo o fundamento intelectual da ordem económica mundial do último quarto de século", acrescentou.

De acordo com o secretário-geral do FMI, em vários países, "há uma espécie de mistura de desemprego e de desigualdades sociais, que pode levar a problemas sociais". Strauss-Kahn chegou mesmo a dizer que "a desigualdade poderá ter sido uma das causas silenciosas da crise".

O líder do FMI citou estatísticas de dois economistas franceses considerados de esquerda, Thomas Piketty e Emmanuel Saez. Baseando-se em dados do fisco norte-americano, os dois economistas mostraram que, em 2007, na véspera da "grande recessão", o nível de desigualdades nos Estados Unidos era o mais alto desde 1928, na véspera da "grande depressão".

Peço desculpa por só agora lhe responder. Ainda acerca das questões suscitadas pelo Latouche, nomeadamente o abandono explícito do referencial do "desenvolvimento" - não a qualificação do mesmo, note-se, mas o abandono em bloco desse referencial -, acho realmente:
1) que se trata de problemas muito amplos, que exigiriam uma discussão demorada;
2) que temos aqui, em cima da mesa, agora, assuntos urgentes que podem ser tratados sem nos envolvermos tão profundamente em questões que demorarão decerto muito, demasiado, a serem convenientemente escalpelizadas, embora eu também deva declarar que no fundamental me sinto inclinado a discordar, mais do que a concordar, com a formulação latouchiana dos problemas, ou com a solução que ele julga encontrar (não é que o desconsidere por "utópico", note bem, mas apenas que me atrevo a sugerir que se calhar está errado, embora sim, mereça ser considerado - com tempo);
3) que em todo o caso, nisso de acordo, um certo número de apostas dos governos Sócrates, como a das energias renováveis, podem e devem ser recuperadas por um qualquer projecto político pretendendo-se alternativo aos governos Sócrates, sem dúvida que sim;
4) que o uso de neologismos é apenas uso de neologismos, legítimo, parece-me, quando pretende sublinhar algo de novo. É aliás o caso, entre outros, do próprio termo "novilíngua"...
Quando ao "alavancar", não creio ter em si mesmo nada que nos sugira impedimento da sua utilização, por purismo, medo de novilinguismo, contra-novilinguismo, ou outra razão qualquer (e noto que já estou eu próprio a criar aqui expressões novas, que todavia me parecem intuitivas e apropriadas...). Mas é tudo, admito, uma questão de gosto - com tudo o que lhe vem associado, em matéria de sinalizações sociais, etc. Em geral, devo dizer, e em parte decerto por inclinação plebeia, sou propenso à aceitação e à incorporação fácil de neologismos, sobretudo os metaforicamente ricos e apropriados (parece-me ser, repito, o caso com o "alavancar": simples "levering", mais do que "leverage"...). Mas admito, de novo, que isso tem algo de pessoal, e talvez intransmissível. Nada, portanto, em que ache conveniente manter um conflito: consigo ou com quem quer que seja.
