O que está na berlinda é a crise. Sempre o raio crise. Nasci em plena crise (há uns largos anos atrás) e até hoje a crise teima em não me largar. Fui sobrevivendo mas agora a dita é de matar. No poupar é que está o ganho.
A proposta basicamente corresponde a transferir parte da dívida soberna dos países do euro para o BCE que passaria a ser o grande detentor dessa dívida (à semelhança do que sucede no Japão) e merece-me os seguintes comentários: - Não consegui perceber bem o que aconteceria à parte da dívida que excedesse os 60% mas presumo que continuaria a ser detida pelos privados e que os EM's poderiam continuar a endividar-se mesmo que já tivessem uma divida superior a 60%. Se a resposta for assim das duas uma ou os créditos adquiridos pelo BCE teriam privilégio creditório e o risco do resto da dívida seria aumentado com efeito sobre o respectivo custo de financiamento marginal o que reduziria o impacto do programa e, por outro lado, teria um efeito gigantesco sobre o valor dos activos dos detentores dessa dívida (instituições de crédito, seguradoras, fundos de pensões, fundos de investimento, etc) ou isso não ocorreria e existiria uma maciça transferência do risco de crédito para o balanço do BCE; - admitindo que interpretei mal e que haveiram regras muito estritas - por exemplo, proibição de défice para os países cuja dívida excedesse os 60% aqueles problemas seriam minorados mas os custos de ajustamento não seriam muito diferentes dos que os países periféricos agora enfrentam e significaria na prática a impossibilidade para quase todos os países da UE de conduzirem uma orçamental pró-ciclica; - confesso que não percebi qyuem financiaria o BEI; - o efeito dos haircuts propostos no ponto 2.1 são (quase) completamente arbitrários e a recapitalização forçada dos bancos seria uma nacionalização de (quase) todo o sistema financeiro e uma transferência maciça de riqueza dos accionistas; - a proposta não faz nada para resolver aquele que para mim é o principal problema da zona euro no longo prazo e que é a inexistência de mecanismos que compensem a inexistência de moedas próprias.
